(CNS) – A final budget deal has been settled between Congressional GOP leaders and the Clinton Administration. One week after Congress was supposed have adjourned its 105th session, both sides are claiming victory. In a Rose Garden press conference, President Clinton boasted about the chance to hire 100,000 new teachers. Earlier House Speaker Newt Gingrich claimed a victory for the American people saying the money for education allows local school officials, not federal bureaucrats, to decide what to do with federal funds. Gingrich also claimed a victory for passage of internet pornography provisions. Funding for Census sampling will only be provided through March. A Republican legislative aide tells CNS the leadership expects the Supreme Court to rule sampling unconstitutional. Gingrich also praised negotiators for increasing defense spending by $10 billion on military readiness plus another $1 billion set-aside for ballistic missile defense.
